Why did they change Las to 67? Especially when cop is 65, makes zero sense.

If a person is born Sept 1959 if their are changes when should I receive GDP and oas
My friend is receiving WSIB until 65 which is Dec 2024. I thought he would be phased in at +11 mths but today he rec’d. OAS application. Is he exempt from phase in?
